Introduction to Libyan COI certification

In order to ensure the safety of Libyan people's livelihood, the Libyan government decided to implement the conformity certification program, and the Libyan government authorized the Libyan central bank to issue a notice on May 10, 2016, that all goods exported to Libya should be COI conformity certification before offshore.The COI certificate is obtained after qualified certification, and the customs clearance bank shall present the COI certificate when the goods arrive in Libya for customs clearance.The goods can be cleared. If the COI certificate is not obtained, the customs will refuse the entry.Therefore, exporting to Libya must obtain COI compliance certificate, which is stipulated by the central bank of Libya, but actually stipulated by the Libyan government, which is the origin of the Libyan COI certification.

Procedures for COI certification in Libya

1. Application materials:

1) packing list and commercial invoice

2) product test report: issued by a third-party laboratory with ISO/IEC17025 CNAS qualification, and can also accept the factory ISO9001+ internal test report (specific product name), except for sampling test.

3) COI application form: the blank application form shall be provided by the handling institution

4) photos of products, packaging and nameplates

2. Arrange inspection:

1) audit documents: about 2 working days. Please confirm the inspection requirements (shipping mark) with us after review, so as to avoid unnecessary trouble during inspection.

2) inspection requirements (shipping marks) : the following labels shall be printed on the general outer packing and products. The specific contents shall be subject to the actual products:

Label requirements:

Brand name - brand

The model - type

Trademark - manufacturer's name and address

Product description- product description

Manufacture - the country of manufacture- the country of origin

Inspection of the main products and packaging to see if there is more than label content, you can use adhesive paste.

3) confirm the time and place of inspection: generally, the inspection shall be conducted within a week after the confirmation of the inspection requirements, and before loading, no supervision is required.

Attention: a. after the completion of on-site inspection, the inspector shall immediately fill in the detailed inspection report, indicating the problems found in the inspection and the rectification opinions, etc., and leave a copy for the exporter.Each discrepancy in the discrepancy report should be immediately communicated to the exporter for attention.

B. Completion of on-site inspection of the product does not mean that the conformity assessment process has been completed.The final conformity conclusion of the products will be made by the inspectors after the comprehensive evaluation of the on-site inspection report, test report and related quality documents.

3. COI certificate issuing time: after the goods have passed the inspection, we will receive the final packing list invoice (the packing list invoice used for customs clearance abroad). We will send the confirmation document within 3-4 working days and confirm that the COI certificate will be issued without any problem.
