Introduction to VOC certification in Iran

The Institute of Standards and Industrial Research of Iran (ISIRI) is the government agency in charge of import inspection in the country. It is responsible for the formulation of Standards, the issuance of conformity certificates for import and export, and the qualification of inspection companies.

The pre-shipment Inspection (PSI) of goods exported to Iran is a mandatory Inspection requirement of the Iranian government.

As long as it is the Iranian government released the list of requirements shall be carried out in accordance with the relevant domestic and international standard test of products, must be the exporter of testing, inspection, supervision of loading, and by ISIRI accredited inspection agency according to the Iranian government recognition of domestic and international standards, products exported to Iran for testing, the results of the inspection and supervision on VOC/COI certificate, issued by the importer from VOC/COI certificate to the customs clearance formalities.

Sometimes, although the export commodities are not listed in the list, the customs still requires the importer to provide VOC/COI certificate. Therefore, it is important to know whether the VOC/COI certificate is required for customs clearance before signing the contract.VOC/COI certificates are one-time and only apply to single batches of goods.Both the buyer and the seller may apply.

Iran VOC certification process

1. Pre-review of documents

Main inspection contents

Iran VOC certification handling matters needing attention

1. Requirements for energy efficiency indicators:

For the export of Iranian household appliances, gas appliances, lamps, etc. must have energy efficiency grade mark

2. LED lamps exported to Iran need to display the energy efficiency label of the product on the smallest package that can reach consumers, and the energy efficiency label of its bulbs should be based on the eu template:

L supplier name or trademark;

L supplier model identification, meaning code, usually alphanumeric code, and can effectively distinguish from other products;

Energy efficiency grade and so on.

L represents the power consumption of the product in kWh per 1000 hours, and calculates the value to the nearest integer.

Therefore, it is suggested that LED lamp exporters can consult relevant units in advance when sending goods to Iran to find out the labeling method of energy efficiency labels, and then order color boxes and outer boxes, so as to avoid unnecessary trouble.Energy efficiency labels that need to be paid attention to when exporting LED lamps to Iran.

2. 80% of products exported to Iran need Iran's VOC certification, which must be handled before shipment.According to the English name of the product and the Iranian customs code, confirm whether the product is in the legal inspection catalogue mandatory by the Iranian government. If it is, the Iranian VOC certification is required. The original COI is issued for customs clearance with the product test report.

3. Sometimes the products are not in the list of legal inspection, but they are also required by the customs to have Iran's VOC certification for customs clearance.Therefore, the customer needs to confirm with the customs office in time.

4. The import of living creatures, bees and insects, poultry eggs, plant roots, bulbs, stems, twigs, fresh fruits and vegetables, seeds and any plant or plant parts shall be subject to health certificates from the country of origin and prior approval from the ministry of agriculture of Iran.

5. Requirements for dyes:

Dyes exported to Iran must not contain 22 harmful azo compounds.Dye samples should be sent to relevant laboratories

6. The label of a product must reflect "MADE IN CHINA". Don't assume that if there is "MADE IN CHINA" on the package, it doesn't matter.If the product is not MADE IN CHINA on the label, the inspection will be judged as unqualified.
